That&amp;#8217;s because the state party was controlled by Ron Paul supporters, and the National Republican Senatorial Committee and Romney campaign did not want to funnel money for Nevada races &lt;a href="http://www.huffingtonpost.com/2012/06/01/nevada-gop-shadow-party_n_1561220.html"&gt;through the state party&lt;/a&gt;. So they &lt;a href="http://query.nictusa.com/cgi-bin/dcdev/forms/C00523886/811371/sa/12"&gt;sent money to Washoe County instead&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;Its 2012 duties fulfilled, the county party has no need for its federal account. Reactivating our license would have posed a &lt;br/&gt;financial cost we did not believe necessary nor intended &lt;br/&gt;by the RFAI. This Request is &lt;br/&gt;the fourth such RFAI we have received on this exact &lt;br/&gt;same subject, and we refer you generally to our &lt;br/&gt;previous responses of July 19, 2011, and November &lt;br/&gt;29, 2012.

We are quite pleased to see in your most recent &lt;br/&gt;RFAI that the disclosure requirement set forth at &lt;br/&gt;11 C.F.R. ? 109.10(e)(1)(vi) is now more accurately &lt;br/&gt;paraphrased.  You now indicate that "Each contributor &lt;br/&gt;who made a donation in excess of $200 to further &lt;br/&gt;the independent expenditures must be itemized on &lt;br/&gt;Schedule 5-A, including their identification information." &lt;br/&gt; Just as we noted in our previous responses, though, &lt;br/&gt;no contributions or donations accepted by Crossroads &lt;br/&gt;Grassroots Policy Strategies were solicited or received &lt;br/&gt;for the purpose of furthering the reported independent &lt;br/&gt;expenditures.  Accordingly, no contributions or donations &lt;br/&gt;were required to be reported under the regulations &lt;br/&gt;cited in the RFAI.

With respect to 11 C.F.R. ? 114.10(f), we refer you to &lt;br/&gt;our previous responses: 11 C.F.R. ? 114.10(f) applies &lt;br/&gt;to "qualified nonprofit corporations."  Crossroads GPS &lt;br/&gt;is not, and has never claimed to be, a "qualified nonprofit &lt;br/&gt;corporation."  If the cited provision has any relevance &lt;br/&gt;whatsoever to the reporting of contributions in connection &lt;br/&gt;with independent expenditures, it is, by its own terms, &lt;br/&gt;inapplicable to Crossroads GPS.

As we have noted before in response to your RFAIs, &lt;br/&gt;Crossroads GPS is familiar with and understands the &lt;br/&gt;applicable reporting regulations.  If the organization &lt;br/&gt;receives any contributions that are required to be reported &lt;br/&gt;pursuant to 11 C.F.R. ? 109.10(e)(1)(vi), those &lt;br/&gt;contributions will be reported as required.  Your continued &lt;br/&gt;RFAIs on this subject are unnecessary.  However, if you &lt;br/&gt;are required by Commission guidelines or procedures to &lt;br/&gt;continue to send them, we will continue to respond with &lt;br/&gt;the exact same explanation.&lt;/pre&gt;

Doden of Fort Wayne, Indiana. Last year, &lt;a href="http://query.nictusa.com/cgi-bin/dcdev/forms/C90014333/832603/f57"&gt;Doden spent $87,172.50 on newspaper ads&lt;/a&gt; in support of Richard Mourdock, a Republican candidate for Senate who lost to Rep. Joe Donnelly in the Hoosier State. Individuals are permitted to conduct unlimited independent expenditures, on the understanding that the money used to finance them belongs to the individual.&lt;/p&gt;
&lt;p&gt;But when &lt;a href="http://query.nictusa.com/pdf/243/13330026243/13330026243.pdf#navpanes=0"&gt;the FEC asked about the source of the funding&lt;/a&gt;, Doden told the agency to pound sand, using the same language that non-profit organizations employ when they do IEs: that no money was given for the express purpose of conducting IEs for or against a specific candidate. From &lt;a href="http://query.nictusa.com/dcdev/fectxt/860272.txt"&gt;Doden&amp;#8217;s response&lt;/a&gt;:&lt;/p&gt;

So an Indiana resident likely spent his own money on an Indiana Senate candidate (and no other races) but did not &amp;#8220;raise&amp;#8221; any money specifically for that purpose.&lt;/span&gt;&lt;/p&gt;

&lt;pre&gt;McCotter 2012, Inc., respectfully requests that&lt;br/&gt;the Commission administratively terminate its filing &lt;br/&gt;obligations pursuant to 11 CFR 102.4 based on &lt;br/&gt;the following factors-
1.	The Committee's aggregate reported activity &lt;br/&gt;in 2012 was less than $5,000. The Committee reported &lt;br/&gt;$659.70 in receipts and $971.98 in disbursements; &lt;br/&gt;$1,631.68 in the aggregate.
2.	The Committee received no contributions in 2012.
3.	The Committee's last two reports disclosed no &lt;br/&gt;disbursements.
4.	The Committee's primary purpose for filing its &lt;br/&gt;reports has been to disclose outstanding debts and obligations.
5.	The Committee's last report does not have &lt;br/&gt;substantial outstanding accounts receivable. Its &lt;br/&gt;accounts receivable balance is $761.00.
6.	The Committee's debts and obligations of $105,636.24 &lt;br/&gt;exceed the total of the Committee's cash on hand balance of $615.10.
&lt;br/&gt;The Committee appreciates the Commission's consideration &lt;br/&gt;of this request and understands that its reporting obligation &lt;br/&gt;continues until such time as the Commission notifies the &lt;br/&gt;Committee of its administrative termination.&lt;/pre&gt;
